China has renewed its warnings about Japan’s nuclear potential, pointing to Tokyo’s large stockpile of separated plutonium and its advanced nuclear fuel-recycling capabilities. Chinese Ambassador to Russia Zhang Hanhui recently claimed that Japan had 44.4 tonnes of separated plutonium as of the end of 2024 — an amount he said could theoretically be used to produce around 5,500 nuclear warheads.

The claim has reignited a sensitive debate over Japan’s nuclear capabilities, particularly as tensions between Beijing and Tokyo have intensified over defense policy, Taiwan and regional security.

But there is an important distinction between possessing large quantities of civilian plutonium and actually possessing nuclear warheads.

Japan remains a non-nuclear-weapon state under the Nuclear Non-Proliferation Treaty and officially maintains a policy against possessing, producing or introducing nuclear warheads.

What exactly is China claiming about Japan’s plutonium?

According to Zhang, Japan had accumulated 44.4 tonnes of separated plutonium by the end of 2024.

He also claimed that another 191 tonnes of plutonium remained contained in spent nuclear fuel and had not yet been extracted.

The divs were cited in an article published by Russia’s state-run TASS news agency. Zhang argued that Japan’s combination of a large plutonium inventory, nuclear fuel-cycle expertise and advanced industrial capabilities means that the country could potentially move toward nuclear warheads production if its political policy changed.

He described such a transformation as no longer being “a fantasy.”

The crucial word in that argument is “potential.”

Japan’s plutonium stockpile does not mean that Japan currently has 5,500 nuclear warheads or that it has decided to build them.

Why does Japan have so much plutonium?

Japan’s plutonium inventory is largely the result of its civilian nuclear-energy program.

Unlike countries that rely almost entirely on storing spent nuclear fuel, Japan has pursued a policy of reprocessing nuclear fuel so that usable nuclear materials can be recovered and potentially reused.

This approach was developed partly because Japan has limited domestic energy resources and has historically viewed nuclear power as an important component of its energy strategy.

The country therefore developed sophisticated capabilities for handling, transporting and reprocessing nuclear fuel.

That infrastructure also creates what nuclear-security experts sometimes call a “latent” or “virtual” nuclear capability.

In other words, Japan has much of the technological knowledge and industrial infrastructure that would theoretically be required for a nuclear weapons program, even though it does not possess nuclear weapons.

Does Japan have enough plutonium to make 5,500 nuclear warheads?

China’s calculation is a theoretical one, not evidence that Japan has the ability or intention to manufacture that number of warheads.

The amount of plutonium required for a nuclear weapon depends on the design, efficiency of the weapon and the type and quality of plutonium involved.

A simple conversion from total plutonium stockpile to a specific number of warheads therefore does not tell us how many usable weapons Japan could actually produce.

There is another important issue: not all plutonium in Japan’s inventory is necessarily immediately available for weapons production.

Japan has repeatedly maintained that its plutonium is held for peaceful civilian purposes and that it follows international safeguards.

The International Atomic Energy Agency monitors Japan’s declared nuclear material and facilities under its safeguards arrangements.

That monitoring is one of the mechanisms designed to ensure that nuclear material declared for peaceful purposes is not diverted to weapons programs.

What are Japan’s Three Non-Nuclear Principles?

Japan’s nuclear policy is built around its Three Non-Nuclear Principles.

The principles were first articulated by Prime Minister Eisaku Satō in 1967 and formally adopted by the Japanese government in 1971.

They state that Japan will:

• Not possess nuclear weapons
• Not produce nuclear weapons
• Not permit the introduction of nuclear weapons into Japan

These principles became a central part of Japan’s post-World War II security identity.

Japan is also a member of the Nuclear Non-Proliferation Treaty, or NPT, as a non-nuclear-weapon state.

The country’s position is particularly significant because Japan is the only country to have experienced wartime atomic bombings, at Hiroshima and Nagasaki in 1945.

Its governments have therefore traditionally combined reliance on the U.S. nuclear umbrella with a strong public commitment to nuclear disarmament and non-proliferation.

What has Japan said in response?

Japan has rejected suggestions that its civilian nuclear capabilities represent an active weapons program.

At an NPT-related conference in April 2026, Japan’s ambassador to the Conference on Disarmament, Tomiko Ichikawa, reiterated that introducing nuclear weapons into Japan is not permitted under the country’s Three Non-Nuclear Principles.

She also said Japan limits its research, development and use of nuclear energy to peaceful purposes.

That position is consistent with Japan’s longstanding nuclear policy.

The country does, however, maintain substantial nuclear expertise, including fuel-cycle technology and a large civilian nuclear industry.

This combination is precisely what has attracted scrutiny from China and other observers.

Why is China raising the issue now?

The timing is closely connected to worsening China-Japan relations.

Tokyo has been significantly strengthening its defense capabilities in response to what it sees as a deteriorating regional security environment.

Japan has increased defense spending, expanded its missile capabilities and moved toward acquiring longer-range strike capabilities.

It has also strengthened military cooperation with the United States and other regional partners.

Beijing views many of these developments with suspicion.

Chinese officials have repeatedly accused Japan of moving beyond what they describe as a purely defensive security posture.

The nuclear issue therefore fits into a much larger argument between the two countries over Japan’s changing military role.

How does Taiwan factor into the dispute?

Taiwan is one of the most important sources of tension between Beijing and Tokyo.

China considers Taiwan part of its territory and has not ruled out the use of force to achieve unification.

Japan, meanwhile, considers stability in the Taiwan Strait important to its own national security.

The geographic proximity is a major factor. Japan’s southwestern islands lie relatively close to Taiwan, meaning a major conflict in the Taiwan Strait could have direct consequences for Japanese territory, trade routes and U.S.-Japan military operations.

Tokyo has consequently become more vocal about the importance of maintaining peace and stability around Taiwan.

Beijing has criticized these positions as interference in what it considers an internal Chinese matter.

The resulting security competition has contributed to a broader Japanese military buildup.

Is Japan actually moving toward nuclear warheads?

There is currently no evidence that Japan has decided to abandon its non-nuclear policy and develop nuclear warheads.

However, Japan is often described by security analysts as a country with significant nuclear “latency.”

The concept refers to a state’s ability to potentially develop nuclear weapons relatively quickly because it already possesses advanced civilian nuclear technology, industrial capacity, scientific expertise and access to nuclear materials.

Japan’s nuclear infrastructure gives it capabilities that many non-nuclear states do not possess.

But latency is not the same thing as weaponization.

A country can have the technical capacity to build nuclear weapons without making the political decision to do so.

Japan’s government has repeatedly indicated that it has no such intention.

Why is Japan’s plutonium stockpile controversial?

Japan’s plutonium program has attracted international attention for decades.

The central concern is not necessarily that Japan is secretly building weapons. Instead, nuclear-security experts have long debated whether maintaining a large inventory of separated plutonium is desirable from a non-proliferation perspective.

Plutonium is a sensitive material because it can be used for both civilian nuclear-energy purposes and, in suitable forms and configurations, nuclear weapons.

This creates a dilemma.

Japan argues that its fuel-recycling strategy is connected to energy security and peaceful nuclear power.

Critics argue that large quantities of separated plutonium can create unnecessary proliferation risks and make regional security calculations more complicated.

China has repeatedly used this issue to question Japan’s intentions.

What role does the United States play?

Japan’s security strategy is closely linked to its alliance with the United States.

Japan does not possess its own nuclear arsenal but relies on the U.S. extended nuclear deterrent as part of its national security framework.

This arrangement allows Tokyo to remain formally non-nuclear while benefiting from the strategic deterrence provided by Washington.

The arrangement has become more important as concerns about China, North Korea and Russia have grown.

At the same time, Japan’s growing conventional military capabilities have led to debate about whether Tokyo is gradually taking greater responsibility for its own defense.

That debate does not automatically translate into a nuclear weapons policy.

Could Japan technically build nuclear warheads?

Japan has one of the world’s most advanced civilian nuclear sectors and a highly developed scientific and industrial base.

That means the country possesses many of the technological ingredients that would make a future weapons program more feasible than it would be for most states.

But turning that potential into an operational nuclear arsenal would require far more than possessing plutonium.

A weapons program would involve major political, engineering, military and diplomatic decisions.

It would also represent a dramatic break with Japan’s existing security policy and could have profound consequences for its relationship with the United States, China, South Korea and other countries in the region.

Japan would also face intense international scrutiny under the NPT and its safeguards obligations.

Why is China’s 5,500-warhead div significant?

The number is striking because it transforms a technical issue involving nuclear fuel into a strategic warning.

By converting Japan’s plutonium inventory into a theoretical number of warheads, Beijing is highlighting what it sees as Japan’s latent military potential.

But the div should not be interpreted as an estimate of Japan’s actual nuclear arsenal.

Japan has no declared nuclear weapons stockpile.

The 5,500 div is instead a hypothetical calculation based on the amount of plutonium China says Japan possesses.

That distinction should remain clear when discussing the issue.

What could happen if Japan ever changed its nuclear policy?

A Japanese decision to develop nuclear weapons would fundamentally reshape East Asian security.

It could potentially trigger:

• A major crisis with China
• Strong reactions from South Korea
• New pressure on the U.S.-Japan alliance
• Greater nuclear proliferation concerns across Asia
• Increased pressure on Taiwan’s security calculations
• Questions about the future of the NPT
• A possible regional arms race

For China, the possibility of a nuclear-armed Japan would represent a significant strategic concern.

For Japan, however, the decision would come with enormous political and diplomatic costs.

That is why technical capability alone cannot predict whether a country will actually cross the nuclear threshold.

The bigger picture

China’s latest warning about Japan’s plutonium stockpile is less about discovering a new Japanese nuclear capability than about highlighting an existing one.

Japan’s civilian nuclear program has given it substantial expertise, infrastructure and access to separated plutonium. Those capabilities mean that Japan possesses significant nuclear latency.

But Tokyo’s official policy remains firmly opposed to nuclear weapons.

The 44.4 tonnes of separated plutonium cited by China should therefore be understood as a measure of Japan’s civilian nuclear inventory, not evidence of an existing nuclear arsenal.

The more consequential question is what happens if East Asia’s security environment continues to deteriorate.

Japan is already expanding its conventional military capabilities. China is strengthening its own nuclear and conventional forces. North Korea continues to develop nuclear weapons and missiles, while tensions surrounding Taiwan remain unresolved.

In that environment, Japan’s ability to potentially move toward nuclear weapons becomes strategically significant even if Tokyo has no current intention of doing so.

For now, the country remains committed to its non-nuclear principles.

But China’s warning underscores why Japan’s civilian nuclear capabilities continue to attract attention far beyond its borders.
