World Bank will not intervene in India-Pakistan Indus water dispute, says Ajay Banga

Washington, D.C. — Amid escalating tensions between India and Pakistan over the Indus Waters Treaty, World Bank President Ajay Banga has ruled out any intervention by the financial institution in resolving the deepening conflict. Banga emphasized that the World Bank’s role is strictly limited to that of a facilitator under the terms of the decades-old agreement.
Following his meeting with Indian Prime Minister Narendra Modi on Thursday, Banga issued a pointed clarification addressing speculation that the World Bank might step in to mediate the dispute.
“We have no role to play beyond a facilitator. There’s a lot of speculation in the media about how the World Bank will step in & fix the problem, but it’s all bunk,” Banga said, according to a statement released by the Press Information Bureau.

Signed in 1960 after nine years of negotiations mediated by the United Nations and the World Bank, the Indus Waters Treaty governs the distribution of water from the Indus River system between India and Pakistan. The agreement was hailed as a model of cooperation despite the countries’ historically strained relations. It was signed by India’s then-Prime Minister Jawaharlal Nehru and Pakistan’s President Ayub Khan.
Tensions resurfaced dramatically following a terrorist attack in Jammu and Kashmir’s Baisaran Valley on April 22, which killed 26 Indian tourists. In response, India announced it would place the Indus Waters Treaty “in abeyance,” a decision that prompted threats from Pakistani leaders and reignited long-standing hostilities.
In the early hours of May 7, the Indian Armed Forces launched Operation Sindoor, a targeted military campaign aimed at eliminating nine terror camps and launchpads in Pakistan and Pakistan-occupied Kashmir. The strikes, carried out between 1:05 a.m. and 1:30 a.m., were designed to deliver a strategic message while avoiding civilian casualties.

Colonel Sofiya Qureshi and Wing Commander Vyomika Singh, joined by Foreign Secretary Vikram Misri, led a high-level briefing detailing the operation. They released video footage and maps identifying the targeted locations.
“India exercised its right to respond and deliver justice to the victims,” Colonel Qureshi stated, adding that the mission was executed with precision and “due diligence” to ensure minimal collateral damage.
On the night of May 7-8, Pakistani forces responded by launching drone and missile attacks targeting both civilian and military sites in northern and western India. Cities hit included Srinagar, Jammu, Pathankot, Amritsar, Ludhiana, Chandigarh, and Bhuj, among others.

In response, the Indian Ministry of Defence reiterated the nation’s commitment to restraint, while affirming its readiness to defend its sovereignty. A May 8 press release from the ministry noted that India’s actions were “measured, proportionate, and responsible.”
As diplomatic options narrow and the situation on the ground remains tense, Ajay Banga’s comments serve as a reminder of the World Bank’s limited mandate. While the Indus Waters Treaty has long been regarded as a rare success in India-Pakistan relations, the current strain reveals the fragility of even the most enduring international agreements.
For now, both countries remain locked in a high-stakes standoff, with no sign of immediate resolution—and with the world watching closely.
