Israel confirms death of last known Thai hostages, spotlighting migrant labor dynamics

Israel has recovered the body of 35-year-old Thai national Nattapong Pinta, the last confirmed Thai hostage abducted by Hamas during the October 7, 2023, attack that ignited the war in Gaza. The retrieval marks a grim milestone, as Thailand’s foreign ministry confirmed Pinta’s death over the weekend, with the bodies of two other Thai hostages still unrecovered.

Pinta was one of 31 Thai nationals kidnapped by Hamas during the assault. In total, 46 Thai citizens have been killed during the conflict, making Thais the largest group of foreign hostages taken during the attack. Their presence in such large numbers has drawn global attention to the crucial yet often overlooked role of Thai laborers in Israel’s agricultural sector.

Why are so many Thai nationals working in Israel?

Following the first Palestinian intifada between 1987 and 1993, Israel shifted away from relying on Palestinian labor and instead began importing migrant workers. Thailand emerged as a major source, and today, Thai nationals make up the largest group of foreign agricultural workers in Israel.

A bilateral agreement between Israel and Thailand, signed more than a decade ago, was intended to streamline and regulate the labor pipeline for the agricultural sector. But concerns about working conditions have persisted for years.

In a 2015 report, Human Rights Watch criticized Israel for the treatment of Thai workers, citing poor housing conditions, underpayment, excessively long work hours, and restrictions on job mobility. More recent watchdog investigations found that many Thai laborers are still being paid below the legal minimum wage.

How many Thai workers are currently in Israel?

Before the October 7 attack, approximately 30,000 Thai workers were employed in Israel, primarily on farms. After the Hamas raid, an estimated 7,000 returned to Thailand, many via government-organized evacuation flights. Despite the dangers, the promise of significantly higher wages than those available in rural Thailand continues to attract new migrant workers.

According to Thai Ambassador to Israel Pannabha Chandraramya, the number of Thai workers in the country has now grown to more than 38,000.

How has Israel responded to the labor shortage?

In the aftermath of the mass departure, Israel’s Agriculture Ministry rolled out a series of incentives aimed at attracting foreign laborers back to evacuated agricultural zones. These included extended work visas and monthly bonuses of up to USD 500.

Thailand’s Labor Ministry also authorized 3,966 new permits for Thai citizens to work in Israel in 2024. Despite the risks, Israel remains one of the top four destinations for Thai workers seeking employment abroad.

Most Thai migrant laborers hail from economically disadvantaged areas, particularly the northeastern regions of Thailand. Even before the recent incentives, working in Israel meant earning many times what they could hope to make at home.

As Israel continues its efforts to stabilize its agricultural workforce, the tragic loss of Thai lives in the conflict has brought renewed scrutiny to the vulnerabilities faced by migrant workers caught in geopolitical crossfire.
