Game Pass, Activision Merger, and Cross-Platform Strategy Drive Growth Amid Layoffs and Declining Console Sales

Microsoft’s fiscal year ending June 30, 2025, brought a mixed bag of results for its gaming division. While Xbox hardware revenue plunged by 25 percent year-on-year, overall gaming revenue rose 9 percent to $23.5 billion, driven largely by digital content, services, and the impact of its Activision Blizzard acquisition.

In its latest 10-K filing, Microsoft acknowledged that the decline in hardware sales has been offset by growth in subscriptions and software. Xbox content and services revenue increased 16 percent year-on-year, a surge attributed to the strength of first- and third-party titles and the broadening reach of Game Pass.

Xbox Becomes Top Publisher on PlayStation

During the Q4 earnings call, Microsoft CEO Satya Nadella pointed to cross-platform success as a key driver of growth. In a notable strategic shift, Microsoft released several of its flagship first-party titles—including Forza Horizon 5 and Oblivion Remastered—on PlayStation and Nintendo Switch.

“We are now the top publisher on both Xbox and PlayStation this quarter,” said Nadella, underscoring the company’s move to expand beyond its own hardware ecosystem. The decision appears to be paying off, with increased reach and record engagement across platforms.

Microsoft reported that its gaming ecosystem now includes over 500 million monthly active users, with Xbox Game Pass contributing nearly $5 billion in annual revenue for the first time. Cloud gaming also continues to gain traction, surpassing 500 million hours of streamed gameplay this year.

Activision Titles Boost Engagement Metrics

The acquisition of Activision Blizzard has had a noticeable impact on user activity. Nadella reported that Call of Duty: Black Ops 6 attracted 50 million players and generated over 2 billion hours of gameplay worldwide. Meanwhile, Minecraft delivered record revenue and user engagement during Q4, aided by the release of A Minecraft Movie.

The company emphasized that growth in its gaming business depends on a number of factors, including the active user base across Xbox-enabled content, exclusive game offerings, hardware performance, and the ability to create immersive experiences.

40 New Titles in Development, Despite Studio Layoffs

Looking ahead, Nadella confirmed that Microsoft has nearly 40 games currently in development, signalling continued investment in content. However, this optimism comes amid widespread layoffs that have shaken the company’s game development teams.

In June, Microsoft announced layoffs affecting approximately 12,000 employees, including significant cuts across its gaming division. Reports indicate that studios such as King, ZeniMax Media, Rare, and The Initiative were heavily impacted, with the latter’s Perfect Dark reboot reportedly cancelled.

In a statement to Game Developer, an Xbox spokesperson said the cuts were intended to “empower employees to spend more time focusing on meaningful work by leveraging new technologies and capabilities” while removing redundancy.

Employee Backlash Over Layoff Handling

Despite Microsoft’s assurances that the layoffs would improve long-term efficiency, some employees have expressed dissatisfaction with how the process was handled. Several affected staff described the restructuring as chaotic and “inhumane,” raising concerns about morale and future project viability.

Microsoft has yet to disclose the full extent of the studio closures or the long-term roadmap for affected franchises.

Microsoft’s gaming division appears to be at a crossroads—achieving financial growth and expanding its global reach even as it undergoes internal restructuring and a redefinition of platform strategy.
