Japan’s NewsPaper Yomiuri Shimbun Sues Perplexity AI Over Unauthorized Use of 120,000 Articles

Japan’s largest daily, Yomiuri Shimbun, has filed a landmark lawsuit against U.S.-based AI startup Perplexity, accusing it of copying 120,000 articles without permission to power its AI search engine. The suit seeks ¥2.2 billion ($14.7 million) in damages, marking the first major legal challenge in Japan over generative AI and copyright. This adds to mounting global pressure on AI firms to address fair use, licensing, and journalistic sustainability.
In a growing global trend of media outlets fighting back against unlicensed AI use, Japan’s Yomiuri Shimbun is the latest—and one of the most influential—to join the battle.
On August 8, the Tokyo-based daily newspaper filed a ¥2.2 billion ($14.7 million) lawsuit against Perplexity AI. The paper alleges that between February and June 2025, Perplexity used at least 120,000 Yomiuri articles without permission to train or deliver content via its AI-powered search tool.

The lawsuit characterizes Perplexity’s behavior as “free-riding on the results of the activities of news organizations, which have invested a great deal of effort and expense.”
While U.S. and European media houses have already sued AI firms like OpenAI and Meta for scraping copyrighted content, this case represents the first major legal action from a Japanese news organization.
Yomiuri Shimbun isn’t just another media outlet:

That kind of legal weight gives the lawsuit not just national but global significance.
Perplexity AI, a U.S.-based startup often described as a cross between a chatbot and a search engine, uses generative AI to provide direct, summarized answers to user queries. Its model scrapes publicly available content, including news sites, to train its algorithms and generate real-time responses.
This raises ethical and financial questions about AI’s role in redistributing journalistic content without creating value for the source.

Perplexity has not yet officially commented on the Yomiuri lawsuit. However, in response to earlier legal challenges—like those from The Wall Street Journal and New York Post in October 2024—it issued a strong counterargument.
“We should all be working together to offer people amazing new tools and build genuinely pie-expanding businesses.”
Perplexity also criticized what it called a “shortsighted, unnecessary, and self-defeating” approach by media outlets who wish to “own” public facts and force users to pay for any derivative use.

Yomiuri’s lawsuit joins a global wave of legal action challenging how AI companies acquire and use content:
The core legal tension: Are generative AI tools “transformative” enough to be protected under fair use? Or are they republishing others’ work without paying for it?
Japan’s laws include strict protections for digital content and have specific clauses regarding automated data collection. If the courts rule in Yomiuri’s favor, it could lead to:

This lawsuit might nudge firms like Perplexity into forming revenue-sharing deals with publishers, similar to what Google and Meta have done under pressure in Australia and Canada.
If AI search and summarization significantly reduce site visits, publishers could lose ad revenue, the lifeblood of digital journalism.
If the lawsuit gains traction, it might open the floodgates for other Japanese—and possibly Asian—media organizations to seek similar legal remedies.
This lawsuit is more than a content dispute. It’s a litmus test for the future of media in the age of AI.
If AI tools continue to grow without compensating original content creators, the very foundations of independent journalism could erode. On the other hand, overly restrictive rules may stifle AI innovation that genuinely benefits users.
Balancing these forces, information accessibility vs. content ownership, will define how AI and media co-exist going forward.
