What happened in Minneapolis?

On Wednesday, 23-year-old Robin Westman opened fire inside Annunciation Catholic School, a church-affiliated institution in Minneapolis. According to police, Westman fired 116 rounds from a rifle, killing two children—an 8-year-old and a 10-year-old—and injuring at least 17 others, including 14 children and three adults.

Authorities confirmed that Westman had once attended the same school and was previously a member of the church. FBI Director Kash Patel later classified the attack as domestic terrorism motivated by hate ideology targeting Catholics.

President Trump’s proclamation

In response to the shooting, President Trump issued a proclamation ordering flags at half-staff nationwide until sunset on August 31, 2025. The directive applies to:
