MI5 Issues Rare Spy Warning to UK MPs: China, Russia, Iran Targeting British Democracy
October 15, 2025

In an unusual public alert issued on Monday, October 13, Britain’s domestic intelligence agency MI5 warned members of the UK Parliament and their staff that they are being actively targeted by foreign spies from China, Russia, and Iran. The agency says these adversarial states are working to undermine UK democracy, not through dramatic acts of sabotage, but via covert relationships, digital manipulation, and influence operations aimed at exploiting personal, political, or financial vulnerabilities.
“They don’t just damage our security in the short-term, they erode the foundations of our sovereignty,” MI5 Director General Ken McCallum said in the alert.
The advisory follows a failed prosecution involving two British men who were charged with spying for Beijing. Prosecutors were forced to drop the case last week, reportedly because the government refused to release intelligence material to support the claim that China poses a national security threat. That decision sparked outrage and has renewed scrutiny over how the UK deals with foreign espionage.

While MI5 didn’t name specific targets or actors in this latest warning, the timing strongly suggests the alert is part of damage control following the failed court case — and an attempt to refocus attention on what the agency views as an ongoing and serious threat.
According to MI5’s alert, foreign intelligence services are trying to:
MI5 urged anyone involved in UK democratic processes to “keep track of odd social interactions” and report anything suspicious — such as unusual meeting requests or abrupt changes in behavior from acquaintances.

“Everyone reading this guidance cares deeply about the role they play in UK democracy,” McCallum said. “Take action today to protect it — and yourself.”
Yes — and not just once. MI5 has previously sounded the alarm over Chinese influence operations inside the UK. In 2022, it publicly accused Christine Lee, a UK-based solicitor, of conducting “political interference activities” on behalf of the Chinese Communist Party (CCP). Lee allegedly funneled funds to both current and aspiring Members of Parliament.
Though Lee sued MI5 to clear her name, the UK courts upheld the agency’s warning, citing sufficient evidence of her links to Chinese influence operations.

This history of foreign interference — especially by China — is not only well-documented, but growing. Iranian-linked cyber units and Russian disinformation campaigns have also targeted British institutions, according to past assessments from MI5 and the UK’s National Cyber Security Centre (NCSC).
MI5 typically operates behind closed doors. Public warnings like this are rare and indicate a high level of concern. This wasn’t just a media leak or offhand comment — it was a formal warning aimed directly at Parliament.
The failed court case against alleged Chinese spies has led to questions about transparency in the UK intelligence community. Critics say if the government can’t prosecute espionage because of secrecy, then accountability and deterrence are compromised.

Since taking office in 2024, Starmer has tried to cool tensions with China, but espionage concerns could force a pivot. While Beijing has rejected the accusations as “fabricated and malicious slander,” British intelligence appears to be doubling down.
MI5’s new guidance urges lawmakers to:
The alert raises deeper concerns about how equipped the UK is to combat modern espionage, particularly when much of it happens in gray zones — not through stolen state secrets, but through influence, persuasion, and manipulation.

Parliamentary committees have previously criticized the UK’s fragmented response to foreign influence, especially in areas like:
A 2020 Intelligence and Security Committee report specifically flagged Russia’s interference in UK democratic processes, including during the Brexit referendum, and lamented the lack of government action.
The MI5 warning is a clear indication that these concerns haven’t gone away — and may, in fact, be escalating.
If foreign actors are shaping the conversations and decisions happening inside Parliament — even subtly — that undermines not just national security, but public trust in the democratic process. And as digital tools become more sophisticated, the line between influence and espionage gets blurrier.
“This is not just about spy thrillers or stolen documents,” one former intelligence official told the BBC. “This is about systemic manipulation of how we govern ourselves.”
