Trumpcare: Trump sending Obamacare subsidies directly to Americans

What is Trump’s new healthcare proposal?

President Donald Trump has unveiled what he calls “Trumpcare,” a plan to redirect billions in federal subsidies from insurance companies directly to individual Americans. Instead of extending the Affordable Care Act (ACA) subsidies set to expire at the end of 2025, Trump argues that citizens should receive the money themselves to buy health coverage independently.

In a Truth Social post on Saturday, Trump wrote that the government should stop sending “hundreds of billions of dollars” to “money-sucking insurance companies” and instead give those funds “directly to the people so that they can purchase their own, much better, healthcare.”

The announcement comes amid a record-breaking government shutdown that has paralyzed Washington and delayed negotiations over the expiring ACA subsidies.

How Trump says Trumpcare would work

Trump elaborated on his plan during a Fox News interview with Laura Ingraham, explaining that instead of routing tax credits to insurance companies, funds would go into individual health accounts for consumers.

He said, “I want the money to go into an account for people where they buy their own health insurance. It’ll cost less, it’ll be better, and people will be happy because they can negotiate their own plans.”

Currently, ACA tax credits are paid directly to insurers to lower premiums for enrollees—about 90% of whom qualify for subsidies. Under Trump’s proposal, individuals would receive those funds directly, giving them more flexibility and control over how to spend it.

Supporters say it would encourage competition among insurers and increase consumer choice. Critics warn it could destabilize insurance markets, leading to higher premiums for older or sicker Americans.

Republican support grows for Trumpcare

The proposal quickly gained traction among Republican lawmakers who have long opposed the structure of Obamacare subsidies.

  • Sen. Rick Scott (R-FL) posted on X that he’s already “writing the bill right now.”
  • Sen. Lindsey Graham (R-SC) called the ACA “the biggest scam on the planet,” applauding Trump’s plan for “putting money in the pockets of Americans.”

Republicans have framed Trumpcare as a market-driven alternative that reduces government involvement and rewards individual responsibility. Graham predicted the plan could spark a “breakthrough” in ongoing budget negotiations to end the shutdown.

Why Democrats are rejecting the plan

Democrats immediately dismissed the Trumpcare proposal as another backdoor attempt to dismantle Obamacare.

House Minority Leader Hakeem Jeffries told Meet the Press that Republicans “aren’t operating in good faith” and have “no interest in making healthcare more affordable.” Senator Elizabeth Warren warned that Trump’s plan is “just a Republican bait-and-switch to repeal Obamacare for the 70th time.”

Democrats argue that the ACA’s structure—where subsidies flow directly to insurers—protects low-income Americans by stabilizing the insurance pool and preventing cost spikes. They also highlight that Trump’s plan lacks legislative details and could undermine key consumer protections.

White House officials say it’s not a formal proposal yet

Despite Trump’s enthusiasm, administration officials have clarified that no formal plan has been introduced to Congress.

Treasury Secretary Scott Bessent told ABC’s This Week that “we don’t have a formal proposal before the Senate,” adding that discussions will resume only after the government reopens.

He said, “We are not going to negotiate with the Democrats until they reopen the government. It’s very simple.”

This signals that Trumpcare remains a political concept, not a fully drafted policy—though it’s already shaping partisan debate around healthcare and fiscal priorities.

What about Trump’s proposed $2,000 dividend?

Alongside Trumpcare, the president floated a $2,000 “dividend” payment to Americans funded by tariff revenues. He claims the U.S. is “taking in Trillions of Dollars” from trade tariffs and plans to use those funds both for direct payments and to pay down the national debt.

Bessent later clarified that the dividend “could come in many forms,” such as:

  • Eliminating taxes on tips, overtime, or Social Security income
  • Allowing tax deductions for auto loans and other personal expenses

This combination of direct cash transfers and tax breaks reflects Trump’s broader push to frame his economic agenda as “America First” populism, targeting working- and middle-class voters ahead of the 2026 midterm elections.

Why Trumpcare matters now

The debate over Trumpcare arrives at a pivotal moment. The enhanced ACA subsidies enacted during the pandemic are set to expire by year’s end, potentially causing millions to see sharp premium increases.

If Congress fails to act, millions of low- and middle-income Americans could lose affordable coverage. Trump’s proposal—though not yet formal—signals the GOP’s return to healthcare reform as a major campaign issue, this time framed around direct payments and personal choice rather than repealing the ACA outright.

What happens next?

Negotiations remain stalled as the government shutdown continues and both parties dig in. Senate Majority Leader John Thune has already rejected a Democratic proposal from Senator Chuck Schumer to reopen the government in exchange for a one-year extension of ACA subsidies.

Until a deal emerges, the Trumpcare proposal will likely remain a political talking point, not a legislative reality. But the idea of redirecting healthcare funds directly to citizens could resonate with voters frustrated by bureaucracy and rising costs—especially if the shutdown drags on.

TL;DR

  • Trump proposes “Trumpcare,” which sends ACA subsidies directly to Americans instead of insurers
  • Republicans support it as a free-market reform; Democrats oppose it as a threat to Obamacare
  • The plan isn’t formal—officials say talks will resume after the government shutdown ends
  • Trump also floated a $2,000 dividend from tariff revenues and tax breaks
  • The debate underscores how healthcare remains a defining issue in post-ACA America
