US President Donald Trump’s administration has outlined a new vision for the H-1B visa program, one that temporarily welcomes skilled foreign professionals not to fill jobs indefinitely, but to train American workers and then return home. The move, officials say, is part of a broader effort to rebuild US manufacturing and reduce dependence on foreign labor.
Treasury Secretary Scott Bessent, in an interview with Fox News host Brian Kilmeade, described the administration’s strategy as a “knowledge transfer model.” Under this plan, foreign specialists in high-demand sectors, such as semiconductors, precision manufacturing, and advanced engineering, would be invited to the US for short-term assignments, typically three to seven years.
“The idea is simple,” Bessent said. “Bring in experts who can train Americans, then let US workers take over once the knowledge gap is closed.”
