China Executes Former Bank Executive in One of Its Harshest Anti-Corruption Sentences Yet
December 9, 2025

China has executed Bai Tianhui, a former top executive at China Huarong International Holdings, for taking more than $156 million in bribes. Unlike most corruption-related death sentences in China, which are typically suspended and later commuted, Bai’s punishment was carried out immediately. His case is the latest in President Xi Jinping’s sweeping crackdown targeting China’s financial sector. Supporters say the campaign promotes clean governance; critics argue it enables political purges.
China’s decision to execute Bai Tianhui is rare, even by its own strict anti-corruption standards. Bai was convicted of accepting an extraordinary volume of bribes while serving as general manager of China Huarong International Holdings (CHIH), a major subsidiary of state-owned China Huarong Asset Management—one of the country’s most influential bad-debt managers.
Most corruption-related death penalties in China come with a two-year reprieve. Bai didn’t get one. That puts his case in the same league as former Huarong chairman Lai Xiaomin, who was executed in 2021 after being convicted of taking $253 million in bribes.

For readers unfamiliar with China’s legal system: executions for financial crimes aren’t common globally, but China treats major corruption cases as threats to national stability.
According to state broadcaster CCTV, Bai accepted more than $156 million in bribes between 2014 and 2018. In exchange, he allegedly provided preferential treatment in project financing and acquisitions at CHIH.
The Supreme People’s Court upheld his conviction in February, calling his crimes “extremely serious” and the social impact “especially egregious.”

President Xi’s anti-corruption drive, ongoing since 2012, is one of the most extensive political crackdowns in modern Chinese history. The campaign has reshaped the country’s political landscape and reined in powerful state-linked financial institutions, including Huarong.
The pattern is impossible to ignore: China’s financial sector has become a key target.
Death sentences in China for corruption are typically issued with reprieve, meaning they can be reduced to life imprisonment if the individual demonstrates good behaviour. Bai’s sentence broke that pattern.

China did not disclose the method of execution—a detail the country often withholds in high-profile cases.
China treats death penalty data as a state secret. Groups like Amnesty International estimate that thousands are executed annually, but no official numbers are released.
While supporters argue that China’s anti-corruption campaign is necessary for government accountability, critics—including Western human rights groups—claim it also gives Xi Jinping leverage to sideline political competitors under the guise of reform.

This dual narrative is central to understanding why cases like Bai’s draw international scrutiny.
Bai’s execution signals that China’s crackdown on financial corruption is not slowing down. With several top regulators and state-bank leaders already under investigation, China appears determined to reshape its financial governance—and make examples of those accused of wrongdoing.
For global companies dealing with Chinese financial institutions, the message is clear:
This is a developing story, and analysts will be watching closely to see whether more top executives face severe penalties in 2025 and beyond.
