Clayton County jail placed on lockdown after inmate’s disappearance due to staff error

CLAYTON COUNTY, Ga. — A convicted murderer mysteriously vanished from the Clayton County Jail in Jonesboro, Georgia, prompting a full-scale lockdown and frantic search — only to be found the next morning in a courthouse holding cell where he had been left by mistake, authorities confirmed.

Julian Brooks Deloach, who was convicted of murder in 1984, was missing for nearly 12 hours after a communication breakdown led jail staff to lose track of his whereabouts. Clayton County Sheriff Levon Allen told The Independent that staff members were in a state of panic when they realized Deloach was not in his assigned location.

Miscommunication led to an extended courthouse stay

According to Sheriff Allen, Deloach had been transported to court but was never returned to jail due to a “mix-up” over which staff members were responsible for escorting him back. Instead, he remained locked inside a courthouse holding cell overnight — a location not designed for long-term detainment.

“In the end, we reviewed the cameras and were taken back into the courtroom where he was,” Sheriff Allen said.

Although the courthouse holding cell is located within a secure area connected to the jail, it lacks basic overnight accommodations such as mattresses and is not monitored after court proceedings end around 6 p.m. The cells contain only benches, sinks, and toilets and are typically cleared at the end of each court day.

Because prisoners are not supposed to remain in the holding cells overnight, guards did not think to check there during their initial sweep. They instead searched “every cell, every area of the jail,” Sheriff Allen added.

Disciplinary action taken after internal review

Following the discovery of Deloach, Sheriff Allen recommended disciplinary measures for the staff involved. Two deputies assigned to the court division are facing suspension, while two correctional sergeants are set to be demoted due to their roles in the oversight.

Despite the significant security lapse, there is no indication that Deloach attempted to escape. He reportedly remained inside the courthouse holding cell for 12 to 13 hours until he was found.

The incident has raised serious concerns about procedural failures and has led to renewed calls for improvements in jailhouse communication and oversight protocols.
