Mississippi State Senator Bradford Blackmon, a Democrat, has ignited a heated debate with the introduction of the “Contraception Begins at Erection Act,” a proposed bill aimed at criminalizing masturbation and sexual activity without the intent to fertilize an embryo. The bill, filed on Monday, includes strict penalties for violations and has been described by Blackmon as a provocative measure to highlight legislative double standards regarding reproductive health.
The proposed legislation, if passed, would impose fines ranging from $1,000 for a first offense to $10,000 for repeated violations. The bill does allow exceptions for sperm donation and the use of contraception intended to prevent fertilization.
“When a bill has been filed that would regulate what a man is able to do with his own body in his own home, it suddenly has people in an uproar,” Blackmon said in a statement. He further explained that the bill is intended to challenge the perceived inconsistency in laws that predominantly target women’s reproductive choices.

Blackmon, 36, a first-term senator representing Mississippi’s 21st District, emphasized that the bill is not intended to become law in its current form but is instead a way to initiate a larger conversation about reproductive health.
“I am trying to div out when it isn’t OK for the government to dictate what you do in the privacy of your own home,” he told WLBT3. “Apparently, it is when the laws regulate men.”
According to Blackmon, reproductive health legislation often disproportionately targets women, even though men play an equal role in conception. “This bill highlights that fact and brings the man’s role into the conversation,” he added.

“People can get up in arms and call it absurd, but I can’t say that bothers me,” he remarked.
