Citing the ineffectiveness and short lifespan of paper straws, Trump declared, “It’s a ridiculous situation. We’re going back to plastic straws,” as he signed an executive order reversing federal purchasing policies that favoured paper. The order mandates that federal agencies cease the procurement of paper straws and ensure they are no longer provided within agency buildings.

Reversing Biden’s policy

Trump’s decision directly targets a Biden administration policy that aimed to phase out federal purchases of single-use plastics, including straws, from food service operations, events, and packaging by 2027, with a complete ban across all federal operations by 2035. Trump declared President Joe Biden’s policy “DEAD!” in a social media post.

Trump has long been a vocal critic of paper straws. His 2019 reelection campaign even sold Trump-branded reusable plastic straws for $15 per pack of 10. Despite concerns about plastic straws polluting oceans and harming marine life, Trump stated, “I don’t think that plastic is going to affect the shark very much as they’re eating, as they’re munching their way through the ocean”.

The case against paper straws

The White House has released a fact sheet arguing that the campaign against plastic straws has forced Americans to use “nonfunctional paper straws”[2]. The fact sheet claims that paper straws utilize chemicals that may pose risks to human health and that producing them can have a larger carbon footprint and require more water than other straws. Additionally, it notes that paper straws often come individually wrapped in plastic, undermining the environmental argument for their use.

White House staff secretary Will Scharf said the push for paper straws has cost the government and private industry “an absolute ton of money and left consumers all over the country wildly dissatisfied with their straws”.

Environmental concerns and opposition

Environmental advocates have strongly criticized Trump’s decision. Christy Leavitt, plastics campaign director for Oceana, stated that Trump’s order is “more about messaging than finding solutions,” noting that most U.S. voters support requiring companies to reduce single-use plastic packaging and foodware.

“President Trump is moving in the wrong direction on single-use plastics,” Leavitt said. “The world is facing a plastic pollution crisis, and we can no longer ignore one of the biggest environmental threats facing our oceans and our planet today”.

Support from the plastic industry

The plastics manufacturing industry has welcomed Trump’s move. Matt Seaholm, president and CEO of the Plastics Industry Association, said, “Straws are just the beginning. ‘Back to Plastic’ is a movement we should all get behind”.

While the focus has been on straws, they represent a small fraction of the overall plastic pollution problem[1]. Experts estimate that the equivalent of one garbage truck of plastic enters the ocean every minute. As these materials break down, microplastics are turning up in the stomachs of marine animals and even in human blood and tissue.

Furthermore, the production of plastics relies heavily on fossil fuels, contributing to greenhouse gas emissions and other forms of pollution.

Global efforts to combat plastic pollution

Despite Trump’s stance, many multinational companies have committed to reducing plastic use, and numerous countries are working towards a global treaty to address pollution coming from plastics. Talks are ongoing as more than 100 countries pursue a pact that limits plastic production and tackles cleanup and recycling.
