The National Science Foundation (NSF) has reclassified hundreds of employees from permanent to probationary status in a move that critics say violates labor agreements and exposes workers to job insecurity.
The decision comes in response to a directive issued after President Donald Trump took office on January 20, requiring federal agencies to submit a list of employees currently on probation, according to the Office of Personnel Management (OPM).
U.S. Representative Don Beyer, a Democrat from Virginia, condemned the move, stating that the NSF unilaterally stripped the permanent status of both union and non-union employees—including executives—without prior notice. He alleged that forms documenting the reclassification were placed in employees’ personnel files without consultation.

“I write to express deep concern and outrage over the National Science Foundation’s recent firing of NSF employees and the reclassification of hundreds of employees’ employment status from permanent to probationary status,” Beyer wrote in a letter to NSF Director Sethuraman Panchanathan on Thursday.
An NSF employee with direct knowledge of the process confirmed that a “significant number” of workers had been affected but spoke on condition of anonymity due to fears of retaliation.
On Tuesday, the NSF dismissed 170 workers, including 86 classified as probationary and 84 categorized as experts—temporary roles with appointments limited to one year or less. The layoffs account for nearly 10% of the agency’s 1,715-member workforce, according to NSF spokesperson Mike England.

England confirmed that the NSF had received Beyer’s letter and was preparing a response.
The National Science Foundation plays a pivotal role in advancing scientific and engineering research across the country, funding projects that range from artificial intelligence to climate studies and pandemic response. According to its website, the agency evaluates approximately 40,000 research proposals annually, awarding grants to around 11,000 projects.
Beyer warned that the reclassification and layoffs threaten America’s leadership in scientific innovation.
